8TH TSO FORUM 2026_Adapting Tunnels for Tomorrow – Building Resilience in a Changing World

Norway — known for its extensive tunnel network — will host an international gathering you don’t want to miss. From 13 to 15 April 2026, tunnel professionals from across Europe will meet in Tromsø, spectacularly located above the Arctic Circle.
Three days of knowledge exchange, inspiration, and networking
This edition is exceptional: the National Tunnel Forum Norway and the ITA COSUF Tunnel Safety Officers Forum are joining forces. Together, they are organizing a joint day to share insights, connect perspectives, and strengthen international collaboration. In addition, each forum offers dedicated sessions to deepen expertise. By combining two strong communities, we bring together the best of both worlds — national depth and international breadth.
The preliminary program:
Monday 13 April: A dedicated Deep Dive session for tunnel safety officers in the afternoon. In the evening, a technical site visit.
Tuesday 14 April: Joint International Forum – a full day of knowledge exchange, inspiration, and collaboration. Social activities in the afternoon, concluded with a festive dinner.
Wednesday 15 April: The National Tunnel Forum Norway and the 8th TSO Forum (simultaneously), followed by a joint dinner.
Theme: Adapting Tunnels for Tomorrow
The tunnels we use today were built for another time. Yet, we must ensure they remain safe, reliable, and resilient in a rapidly changing world. Extreme weather, shifting mobility patterns, and geopolitical uncertainties challenge our infrastructure in new ways.
This theme calls for innovation and collaboration:
- How do we future‑proof both new and existing tunnels?
- How do we adapt infrastructure to events we cannot fully predict?
- And how do we ensure European knowledge flows freely across borders?
